Definition of open data

Open data is the data that the Ministry makes available to the public to use, reuse and publish freely, taking into account the requirements of legal licenses such as copyright protection. This includes many types of data such as statistics, reports and other data that benefit society.

Policy objectives:

To introduce the role of the Ministry and the services it provides.
Promote the sharing of energy and infrastructure data for scientific research in the fields of energy and infrastructure.
Improve transparency and introduce the principle of accountability.
Improve the effectiveness and efficiency of government services.
Making informed decisions based on specific data.
Creating opportunities to innovate new solutions, services and products.
Obtaining new information by integrating multiple data sources.
Providing all members of society with access to everything that supports their participation in the development process.
Contribute to improving the country’s ranking in the global competitiveness index (inventory of open data) in the energy and infrastructure sectors.
Publication of open data in the energy and infrastructure sectors.
Contribute to meeting the requirements of the online digital government services framework and the global star system for rating services.

Open data has the following characteristics:

Fully available and easily accessible, data can be downloaded and customised to the user’s needs.
Reusable, redistributable, valid and machine-readable.
The possibility of sharing on a global scale, so that anyone, without exception, is able to use and redistribute the data, so that there is no restriction to a specific area, including reuse and commercial distribution.

Authority:

Open data may be used, reused and republished by any individual, legal entity or government. The content may be copied unmodified for personal use, provided that copyright and all other proprietary notices are retained.
The data user may not misrepresent the data or its source, mislead others, alter the content of the data or modify it in any way.
It should be noted that the source of the data serves to maintain the Ministry’s ownership of the data and its credibility, as it is the official reference, and to refer to the Ministry’s website as the official source of data, information and studies based on the Ministry’s open data.
You may not use this data for political purposes, to support illegal or criminal activities, for racist or discriminatory speech, or for the purpose of inciting or negatively influencing culture, equality, incitement or any activity that is illegal or contrary to Emirati customs and traditions.
Under no circumstances shall the Ministry be liable for any direct or indirect, incidental, consequential, special or extraordinary damages that may result from the use of the Ministry’s open data, including but not limited to loss of income, loss of work or malfunction of the computer or its operation. Defective or other damages to which they may be exposed as a result of reuse.
